How districts commonly fund NOVA+

Allowability is the district's determination under 2 CFR 200.403, not ours. Below are the streams districts most commonly use and the condition that applies to each. We supply a cost-allocation memo and per-module usage data so the charge follows the benefit (2 CFR 200.405).

Compliance & Security

FERPA, IDEA, and ESSA — by design, not by checkbox

NOVA+'s compliance architecture was built by a special education teacher who has sat in IEP meetings, filed accommodation logs, and watched districts lose federal funding over documentation gaps.

School Official Model

NOVA+ operates under the School Official exception. Student education records remain under district control at all times. No student data is sold, shared, or aggregated across districts.

IDEA

Dual-Key Accommodation Logging

The legal key (IEP/504-mandated accommodations) and agency key (student-elected supports) are tracked separately, each with an independent audit trail — the distinction IDEA requires but no other platform makes.

ESSA Tier 4

Evidence-Based by Design

NOVA+'s catch-up briefing model is grounded in IES-validated approaches to spaced retrieval and structured re-engagement — a documented rationale (ESSA Tier 4) today, building toward higher evidence tiers through the Spring 2027 pilot. Sufficient for Title I-A schoolwide and targeted plans; not claimed for Section 1003.

Data Security

Isolated Namespaces

Each district's student data is stored in a logically isolated namespace. TLS 1.3 in transit. No co-mingling across districts. AI key never exposed to the browser.

MDE AI Guidance

Michigan-Aligned AI Use

NOVA+'s AI tutoring design follows Michigan Department of Education guidance on responsible AI in K-12 — human-in-the-loop escalation, no autonomous grading, and teacher override on all AI-generated content.

Data Deletion

District-Controlled Retention

Districts control their data retention schedule. All student records are deleted within 30 days of contract termination or written request — no lock-in, no residual data.

NOVA+ does not replace your SIS, LMS, or communication tools. It connects to them — reading attendance events and writing back structured records. Integrations are actively in development.

Demo Partnership

Conditional demo launching Fall 2026 at Opportunity High School

NOVA+ is entering a conditional demo agreement with Opportunity High School (OHS Marshall) in Marshall Public Schools — a re-entry program serving students with chronic absenteeism, credit deficits, and IEP/504 plans. The Fall 2026 demo is the first structured deployment with a live student population, and the first paid pilot follows in Spring 2027 — one school, full deployment, founding rates.

NOVA+ is built and maintained by Jason Raddatz, an alternative education teacher at Marshall Public Schools. This is not a product designed for the alternative education context — it came from it. The OHS Marshall demo is the proving ground before broader district rollout.
